Biglerville Resident Gives Police Academy Graduation Speech at Mansfield University

The 24th Mansfield University Municipal Police Officers’ Training Academy class graduated on October 8, 2009 in a ceremony held at North Manser Dining Hall at the University. The Act 120 Academy Training Program is a required 750-hour course to obtain certification to be a municipal police officer in the Commonwealth of Pennsylvania. The graduates began the 4 ½ month Academy Training Program on May 26, 2009. The required curriculum included training in Laws and Procedures, Vehicle Code and Collision Investigation, Criminal Investigation, Crisis Management, Mechanics of Arrest, Emergency Vehicle Operations, Physical Training, First Aid and CPR, Defensive Tactics, and Firearms.

The guest speaker at the graduation was Rudy Grubesky, the Director of Training for the Municipal Police Officers’ Education and Training Commission (MPOETC) in Harrisburg. The MPOETC is an administrative arm of the Pennsylvania State Police and the agency responsible for setting hiring and training standards for all municipal police officers in the Commonwealth of Pennsylvania.  In his speech, Mr. Grubesky congratulated the class on successful completion of an intense training program and thanked the parents for their continued support of their son or daughter. He also commended the instructors and academy staff for the great job they did in preparing the class for meeting the challenges they would face in the field.

Mr. Grubesky reminded the graduates to always be honest, be a role model, be a team player and be faithful to their oath of office.  He stressed the importance of enforcing the law fairly and treating the public as the graduates would want to be treated.  He urged them to continue their professional development so they could be the best police officers possible. He also emphasized the importance of earning the respect of their communities and to always keep in mind why they wanted to be police officers - to help people.   

Barbara Butcher, Director of the Mansfield University Police Academy, thanked Mr. Grubesky for his important message to the graduates, urging them to carry the principles of his speech throughout their careers.  Ms. Butcher acknowledged the importance of the class hearing from a representative of the MPOETC, especially the Director of Training, who is responsible for the development of the training they received in the Academy as well future mandatory training they will receive as certified officers.

Mr. Grubesky resides in Biglerville with his family and is the girl’s junior varsity soccer coach at Biglerville High School.
